Perth man Jhang Vo parked in the lot, part of the RPH Medical Research Foundation, an hour before the man was discovered by a member of the public about 7.30am.

“I didn’t even see him,” Mr Vo admitted.

“And then I came back a few hours later to police everywhere.”

He said his first thought was that “somebody’s badly hurt”.

The West Australian has been told the man had injuries to his face and his body and may have been there for several hours before he was found.

A woman said she believed “a man was murdered”, claiming she’d heard a person yelling for help in the early hours of Thursday morning.

“He was calling out ‘help me, someone please help me’,” the woman, a rough sleeper as well, said.

“I don’t think anyone went to help him, or if they did it was too late.”

She said she’d been sleeping at the top of the Wilson car park in the stairwell when she heard the cries coming from an alleyway adjacent to the multi-storey complex.

Perth police officers and detectives are at the scene on Wellington Street, opposite the CBD Australian Red Cross building.

They have already taken statements from several people including a homeless person and four workers in high-vis clothing.
