Shire of Coolgardie has 21 days to say why it should not be suspended after minister issues show cause notice

Local Government Minister Hannah Beazley has issued a show cause notice to the Shire of Coolgardie, giving the council 21 days to demonstrate why it should not be suspended. The notice outlines the State Government’s serious concerns regarding the shire’s financial management and governance that has led to its current financial position. It also expresses the Government’s concerns about the shire’s governance decisions, long-term financial planning, and ability to restore financial stability. Ms Beazley will consider what action to take after the 21-day period, including whether to suspend the council and recommend council members undertake budget and financial reporting training. “Issuing a show cause notice to the Shire of Coolgardie is the result of longstanding concerns about the council’s management of the shire’s finances, including its significant debt, and doubts that the shire will be able to return to a financially stable position,” Ms Beazley said. “My decision is based on the council’s role in the extremely serious nature of the financial issues faced by the shire and comes after careful consideration of the information presented. “The Government is giving the shire the opportunity to prove why it shouldn’t be suspended. “I will consider the shire’s response and all the information provided to me before making any decision. “My main priority is to ensure that stable, effective governance is provided that delivers necessary services and financial security for the community.” The minister’s notice comes hours before two motions of no confidence from last month’s annual electors meeting are to be presented at tonight’s ordinary council meeting. According to the agenda item report, councillors have four options in response — the resignation of shire president Malcolm Cullen and all councillors; Cr Cullen and/or deputy president Tracey Rathbone resign; councillors consider their individual positions; or the council acknowledges the vote of no confidence and the community sentiment and continues working through the financial recovery to rebuild the shire. The meeting will also consider a motion from former councillor Tammee Keast to support the shire’s stated position opposing any forced amalgamation or boundary realignment and instead endorse the right of the shire to proceed with its own community-informed recovery and sustainability plan. A draft financial recovery plan will also be considered at tonight’s meeting, as will a move to formally appoint Aaron Cook to the role of chief executive. Mr Cook has been acting CEO since the suspension of James Trail last November and tonight’s proposal follows the council formally terminating Mr Trail as chief executive last month.
